He got the national scientific qualification for full professorship in the “Managerial Engineering”. Member of the Steering Committee of the homonym graduate and PhD program committee.
He has been visiting research fellow at the Centre for Science and Technology Studies (CWTS) at Leiden University, the Netherlands. Research associate at the Institute for Systems Analysis and Computer Science of CNR (the Italian National Research Council). Member of the Evaluation Committee of the University of Udine, Italy.
Winner of the MIUR-PRIN 2017 call with the project “The effects of evaluation on academic research: knowledge production and methodological issues”.
Actually, he is an Associate Editor of the Journal of Economic Surveys (ISSN:1467-6419) and a member of the Editorial Board of Quantitative Science Studies (ISSN 2641-3337) and Scientometrics (ISSN 0138-9130); in the past, he served as a member of the Editorial Board of Journal of Informetrics (ISSN 1751-1577).
He was in the Scientific Program Committee of all the five past edition of the ISSI Conferences (International Society for Scientometrics & Informetrics).
To date, he is author of over 160 research articles published in authoritative international refereed journals. His publications received over 4500 citations according to Web of Science, 5100 to Scopus and 8700 to Google Scholar.

He has carried out training activities in management, organization and innovation courses for both public and private organizations.
He holds dozens of research and consulting contracts from Italian public administrations, national agencies and private companies for projects pertaining to research assessment, technology transfer, and decision support systems for research managers and central and local policymakers.
For the Ministry of Business, Innovation and Employment of New Zealand, he carried out two literature reviews on “Bibliometrics to Inform Research Quality” and “Bibliometrics and Collaboration”.
Evaluator of research project proposals for the Italian Ministry of Education, University and Research and for the National Center of Science and Technology Evaluation in Kazakhstan, the European Science Foundation (ESF), the Research Foundation Flanders (FWO)
Founder and member of the Board of Directors of Research Value (a CNR spin-off company); he was also in the Board of Directors of Radio6Sense and Operations Management Team, two spin-off companies of the University of Rome “Tor Vergata”.

Laboratory for Studies in Research Evaluation

The RTT Lab was born and developed on a sound set of core values and beliefs, on which it premises all its policies and actions. First of all, as civil servants, our responsibility is to society. In meeting its needs, everything we do must be of high quality. Our research projects and activities are selected and carried out to maximize their impact on socio-economic development. The awareness of and confidence in our expertise is never disjoined by a humble self-criticism. In everything we do, we search for excellence.
Our purpose is to provide policy makers and management with science-based recommendations, tools, and results aimed at informing research policy, strategy, and selective funds allocation. Also, as a public laboratory, we aim at attracting, developing, and retaining, talented PhD students.
We realize our purpose by pursuing the following mission: “To be recognized at the international level as a center of excellence for studies on research assessment; and affirm our research evaluation system as the common standard in Italy”.
